PamCham: worthy advocate of road safety-A A +A

FINALLY, the Department of Public Works and Highways (DPWH) gave in to the request of the Pampanga Chamber of Commerce and Industry (PamCham) on some needed changes in the province major thoroughfares. Even non-engineers would see the need to rectify the road constructions that are supposed to assure the safety of motorists and pedestrians as well.
The PamCham, as an advocate and partner for development of the province, has noted some concrete barriers that are “misplaced” and pose danger to passing vehicles. The said concrete barriers in the first place do not have lights or reflectorized stickers to warn drivers of their existence in the middle of roads.
Barriers are intended to divide lanes, to direct traffic flow or to block roads. They are made of solid concrete and may cause heavy damage to vehicles when bumped.
While barriers in the City of San Fernando are mostly painted white, they are sometimes hard to see especially at night or during rains. There were a number of vehicles in the city that hit these barriers and sustained either scratches or total damage.
Meanwhile, the “dog ears” being referred to by the chamber are the u-turn slots that are placed in the middle of the Jose Abad Santos Avenue from the Dolores intersection to the area near the former Paskuhan village.
At the onset, one can see that the u-turn slots are “misplaced”. The u-turn slots are placed outward the center island. They should have been placed inward so that u-turning vehicles would not affect the flow of traffic of other vehicles.
U-turn slots in Metro Manila, as per my observation, are properly placed such that they do not have protruding portions that may affect the flow of traffic or cause accidents to u-turning vehicles.
Another worthy road observation made by the PamCham is the lane separators that suddenly swerve on the right portion of the JASA stretch. These lane separators, made of white rubberized and reflectorized paint, can cause accidents. Should passing drivers follow their lanes, their vehicles would suddenly swerve and collision with other vehicles is very imminent.
Lanes separators should not have sharp curves, sudden turns or should not cause swerving to vehicles. These are put in place on roads to guide vehicles that they may avoid swerving and eventual collision. These lane markings should be of help to motorists and should not be the cause of road accidents.
While we recognize the efforts of the DPWH and the city’s Traffic Management Office in trying to help ease the flow of traffic in San Fernando, certain specifications on road safety should have been observed in putting up road barriers, obstructions, signs and markings.
The irony is that these structures should help avoid accidents and should not be the causes of such. They should help motorists and not give them problems.
The DPWH meanwhile thanked PamCham for its concern for motorists and for their observations for the improvement and safety of travel in the city. It recognized the businessmen’s group as its partner for hazard-free roads.
