ONE OF THE important offices of the City Government of Mabalacat is the City Planning and Development Office headed by Rosan Paquia, concurrent City Administrator.

Assisting Mr. Paquia are: Bernard de los Reyes, Francis V. Manarang, Eleonida Q. Tuazon, Lorna C. So, Joel V. Manalo, Zenaida C. Mandal, Cezar T. Rivera, Raymundo dela Cruz, Ronald Prieda and Jomay C. Galban.

Every city, municipality and province should have a planning and development office where the plans of the chief executive could be mapped out and all the bright boys, think tank and technical working group may converge to conceive, conceptualize and implement ideas.


The city administrator leads in crafting so-called policy guidelines
in accordance with the Annual Investment Plan, mayor's directives on infrastructure and policy directions for the multi-sectoral alliance of the City.

Under the Office is the Zoning unit which aims to establish a rationalized and, of course, orderly set up of structures making up the City.

Investors intending to set up camp in Mabalacat City also coordinate with the office.

The Bids and Awards Committee (BAC) is under this office. The following compose the BAC: Rogelio C. Tanglao, chairman, Engr. Ramil L. Canlapan, vice chairman, Rosanno S. Paquia, Myrna S. Ocampo, Dionisio S. Magbalot, Jr., and Atty. Ma. Victoria Rivera Gillera as members.

Clark Green City is being readied by BCDA which is spending initially P1.3 billion on some 1,300 hectares which will be then offered to the private sector for long-term lease.

Targeted users are educational institutions and real estate firms for mixed-use and housing projects.

Mabalacat City shares the same expansion trends. It is contemplating on offering some 3,000 hectares of prime land envisioned as a central business district.
