DENR Region 3 has a new RED

SEVERAL days after the "reassignment" of Executive Director Maximo Dichoso, the Region 3 office of the Department of Environment and Natural Resources (DENR) has a new head in the person of Francisco “Toto” Milla, Jr. The new Regional Executive Director (RED) officially took over last Monday as OIC. Other than being a Bicolano, friends at DENR Region 3 are clueless on the credentials of the new RED so I turned to "Google" to get some information about him.

I found out that RED Milla, a native of Bula, Camarines Sur, is an honored son of Bicol. His exploits are closely followed by local newspapers in the province. The Bicol Mail, the regional paper of Bicolandia, carried a story last March 6 about his promotion to RED of Region 3. I read some local papers that highlighted even the achievements of his son.

RED Milla, is a Forestry graduate of UP Los Baños. He was Provincial Environment and Natural Resources Officer (PENRO) in Albay from 2005 to 2008 before his assignment in Camarines Sur from 2008 to 2011. From 2011 until his new assignment here in Central Luzon, he was Regional Technical Director for Land in the Cavite-Laguna-Batangas, Rizal, Quezon (Calabarzon) area. His new appointment as RED came last February 28, 2014 per Special Order No. 2014-83 signed by DENR Undersecretary for Field Operations Demetrio L. Ignacio, Jr.


RED Milla belongs to a family of public servants. His wife, Dr. Mylene Chavez-Milla, is the Municipal Health Officer of Bula, their hometown. His older brother, Jaime Milla, is a retired two-star general and former Director of the Directorate for Personnel and Records Management (DPRM) of the Philippine National Police.

Before RED Milla’s appointment, the position was offered to Director Lormelyn Claudio of the Region 3 Environmental Management Bureau who politely declined. RD Claudio is very much qualified since she was formerly RD of Region 6. RD Claudio said that she can contribute more to the environment at EMB.

RED Milla will have a lot of work to do in Region 3. Foremost among his priorities, I presume, will be the National Greening Program. This massive tree planting undertaking is the DENR’s flagship project. My sources said that millions of pesos were poured into the project, but Region 3 got a very low survival rate- a mere 19%- of the seedlings planted.

Another challenge to the new RED is the DENR’s rationalization plan. The reorganization will result in a big reduction in manpower. Some of the affected employees opted to retire and avail of the handsome retirement packages. Those who are left behind will have to compete for the remaining positions.

The organizational changes include top level positions. The Regional Executive Director will simple be called Regional Director. The different sectors of the region who are headed by Regional Technical Directors will be merged into just two offices. They will be led by an Assistant Regional Director for Admin and Assistant Regional Director for Technical.
