The Lupon Tagapamayapa

IN BAGUIO City this week are members of the barangay lupon tagapamayapa of Mabalacat City and probably other areas in Pampanga and Central Luzon purposely to hone up on their adjudication skills on the barangay level and pursuant to the Barangay justice law and system.

As provide in the Local Government Code, Article 196 thereof, "there shall be created in each barangay a lupong tagapamayapa composed of the punong barangay as chairman and ten to twenty members. The lupon shall be constituted every three years".

It further states that the Department of Interior and Local Government or DILG is mandated to provide a system of granting economic or other incentives to the lupon or pangkat members who adequately demonstrate the ability to judiciously and expeditiously resolve cases referred to them. Ok, it is therefore expected of the lupons to resolve cases judiciously and expeditiously. The certification to file action in court shall be issued by the concerned lupon after serving the requirements of justice and proper procedure, without however resorting to technicalities and legal subtleties.


By the way, DILG Mabalacat, headed by Naty Dungca, is sponsoring the official trip of the members of the Lupons with support of course from their respective barangays. The live-in seminar will be valuable to the participants' reservoir of skills and experience.


The reminder of senior Senator Edgardo Angara for officials and candidates in the May 2013 elections to file their Income Tax Returns and Statements of Assets, Liabilities and Network is very timely so that they will not be grilled over their non-filing comes reckoning time by the Bureau of Internal Revenue. It pays to be honest especially in the SALNs to avoid being 'sutured' like the deposed Supreme Court Chief Justice Renato Corona, the good senator said.

The officials and candidates concerned should not take for granted the reminder of the gentleman from Aurora and file their requirements promptly and truthfully. Remember, the BIR is now on the warpath to weed out the tax evaders and non filers!


I have observed the fiscal prudence being exercised by the city government of Mabalacat under the stewardship of incumbent Mayor Boking Morales. He is aided assiduously by his designated internal controller Jun Magbalot who sees to it that all the city's finances and dealings are above board and unassailable, despite the general perception that vouchers and supporting documents of every transaction are presumed to be regular, correct and in consonance with accepted accounting and auditing procedures. It is to the huge credit of Jun that the financial standing of the city government can be discerned promptly. Same prudence can be said of the city budget officer Rogelio Tanglao and the city treasurer Myrna S. Ocampo and her assistant, Marlene M. Mendiola.


The summer job program of the city of Mabalacat has started in earnest last Wednesday, April 10 with so many on vacation students crowding the Peso Xevera office for their places of assignment. Extending a hand in the tedious work are staff members of the office of the ABC President and now a councilor bet Jeng Yumul. Thanks a lot, guys.
