San Fernando ‘iskor’ due to system error-A A +A

CITY OF SAN FERNANDO –- Representative Oscar Rodriguez (Pampanga, 3rd district) on Friday said the recently bared Department of Finance's (DOF) "Iskor ng Bayan" where the city fared poorly was due to an error or "glitch" in the department's system.
The DOF gave the City of San Fernando a score of "Average" in 2010, "Poor" in 2011, and "Needs Improvement" in 2012, the time when Rodriguez was still mayor and the period when the city was earning various local and international awards for its performance and good governance.
Rodriguez said that after the DOF failed to record the 2011 Statement of Receipts and Expenditure (SRE) of the city on its website, he sought clarification from the department regarding the alleged non-submission of the 2011 SRE.
He told Sun.Star Pampanga that the documents were transmitted online by the City Treasurer's Office headed by Mary Ann Bautista but these were not received by the DOF central office due to the error and system glitch.
"Our city treasurer had email conversations with Rebecca Fernandez of the Bureau of Local Government Finance. We have always complied with the requirements of the DOF. In fact, our awards and citation’s in governance are testimonies to that. Hindi naman hiningi ang mga iyun at hindi naman kami ang judges," said Rodriguez.
A copy of the actual uploading of the 2011 SRE on March 16, 2012 shows in its caption: "…the contents of the file cannot be viewed and just keeps on loading."
For her part, Bautista said that on June 20, 2013, a final conversation with Fernandez was made to clarify the data reconciliation the DOF needed. She clarified that "after encoding the right data, the problem was found in the system and not within our (Treasurer’s Office) control, we opted to upload another sequel report since we will just be uploading the same sequel which we have given before."
She said that they had the report approved "since for us the report is already correct."
The missing or non-submitted 2011 SRE, the DOF said was "due to some reportorial clarifications by the national office which were not immediately communicated to us." (JTD)
