Ask your dad, Lazatin advised

ANGELES CITY -- City Administrator Dennis Albert Pamintuan on Monday said Carmelo "Pogi" Lazatin should better ask his father, former city mayor for nine years Carmelo Sr., why there was no foresight and strategic plan in addressing the city's garbage disposal problem.

"We recall that as early as the administration of Mayor Lazatin Sr., the area was already utilized as a composting facility, which means that pollutants could have already seeped into the ground at that time," said Pamintuan, referring to the Material Recovery Facility (MRF) situated in a populated area in Barangay Pampang.

He said the area, which is almost adjacent to the Pampang public market and Ospital Ning Angeles, was chosen by Lazatin as a composting facility.


He added that it was in 2007 that the area was converted into an MRF, because the city did not have a feasible solid waste disposal program other than dumping its waste to a controlled dumpsite in Barangay Cuayan.

According to Pamintuan, the Pampang MRF was already a "mountain of trash" when the Pamintuan administration took over in 2010.

The 3,000-square meter facility is again full of trash after the city's garbage has tremendously increased from 140 tons per day last year to almost 200 tons per day at present.

"Even before Councilor Lazatin decided to become a champion of the environment albeit thru lip service, we are already working double time to clear the area," Pamintuan said.

He said that Mayor Edgardo Pamintuan has instructed the various units of the City government concerned with waste disposal to scout for a place away from residential areas where a real MRF shall be constructed.

"A real MRF is one that has roof and concrete flooring to prevent seepage and allow easy transfer of segregated trash to bigger sanitary landfills," Pamintuan said.

He said that starting March 1, the City Government will strictly implement a waste segregation plan at source, and will no longer collect unsegregated garbage.

Pamintuan has also earlier rebuffed Lazatin Jr. when the latter claimed his father collected more than P1 billion in real estate taxes during his time, when actual collections based on official documents recorded only P307.5 million in 2007, the last year of Lazatin Sr. as mayor.

"Ang problema sa kanya, ngak-ngak siya nang ngak-ngak na di muna iniisip kung tama ang datos niya," said William Aguilar, acting deputy secretary general of the Partido Abe Kapampangan (AbeKa).

According to Aguilar, Lazatin Jr. is desperately trying to project himself as a fiscalizer, but “he should be factual in his positions to be credible."
