Seares: Chain of command or none, PNoy fumbled

Sunday, March 15, 2015 - 10:26 p.m.

DESPITE what the Palace and Department of Justice say, the national police does have a chain of command, institutionalized in the “Manual for PNP Fundamental Doctrine,” which requires the commander to “discharge the responsibilities” through that chain.

But OK, concede that Noynoy Aquino, as president and chief executive, “exercises full and absolute control and supervision over every official” in the executive department and he can break the chain.

ALEX Cauguiran, the best vice mayor Angeles City never had has struck sense to the head of DOTC Sec. Abaya when the city hall firebrand challenged the latter to debate the broiling issue of Clark airport development.

Alex virtually berated an apologetic Abaya during a forum at Clark even as he lashed at the administration’s refusal to declare a policy statement for CRK as the second gateway after the NAIA. Following the President’s stand, Abaya was evasive, non-committal and tentative. Sensing his circumlocution, Alex wanted a debate.

MANY people living in subdivisions and villages are not aware that a law had been passed mandating the rules and regulations that have to be observed in so far as their right to organize in these subdivisions and villages is concerned.

Tabada: A reading life

Saturday, March 14, 2015 - 09:49 p.m.

March 15, 2015

Dear Mr. President,

Avalle: An exemplary Moro woman

Saturday, March 14, 2015 - 09:45 p.m.

FOR many of us Filipinos, whether we would like to admit it or not, the recent happening in Mamasapano, Maguindanao has not only disappointed and frustrated many among us peace hopefuls; it has, among other things, made us stop and think really hard about so many things, more specifically about the problems being faced by our Moro brothers in Mindanao.

"Crash course," that's what it's called when one is forced to think and learn about something that one is not so enthusiastic to know about.

Briones: Requiem for a tree

Saturday, March 14, 2015 - 09:44 p.m.

WHAT? A jackfruit tree fell on Junquera Ext., damaging property and causing heavy traffic for vehicles bound for Colon and P. del Rosario St.?

Apparently, the driver of a delivery van was trying to avoid a public utility jeepney when he hit the tree. And I believe him when he said he didn’t know his van had caught the tree’s branches. I mean, who in their right mind would want to intentionally kill a tree? Despite what the environmentalists might think, or say, not all are arboreal homicidal maniacs.

Custodio: Enjoying life

Saturday, March 14, 2015 - 07:52 p.m.

I KNOW we are often busy, besieged with the demands of everyday. We barely have time to breathe, much less, enjoy the things that surround us. For most of us, we believe that having our dreams see fruition IS happiness. Maybe so. I would never say that it is not because I know that we all feel that way. But, when it comes to the joys of life, things that really can make us happy and appreciate the beauty of being alive, the source can be pretty basic.

Vugt: The woman in the Church (Part 2)

Saturday, March 14, 2015 - 06:54 p.m.

I WISH to discuss some more issues related to this topic. But first of all, I want to say that I read in the Inquirer the other day that Manila Archbishop Luis Antonio Cardinal Tagle was in England and he had there an interview with ABS-CBN.
