A BILL requiring the Commission on Elections (Comelec) to submit complete electoral data to the President of the Philippines and Congress after every regular election has been filed in the House of Representatives.

Cagayan de Oro Representative Rufus Rodriguez said that House Bill 3990 will mandate the Comelec to submit a comprehensive report six months or at most one year after the holding of a regular or special election.

Rodriguez said the measure requires the Comelec to submit to the President and the Congress a more detailed election report.

“However, the rule is not being followed by the Comelec because the basic electoral data contained in its reports after regular elections are not complete,” Rodriguez said.

Rodriguez said the Comelec is also required to provide copies of the report to all public libraries.

He noted that the Comelec would be required to submit a narrative assessment of the complete but concise explanation on the context of the election conducted and the election calendar.

Rodriguez said the Comelec report should include the actual cost of the election and the breakdown of expenditures during the political exercise.

The report shall include basic electoral data on voters to include the number of registered voters per city and municipality and number of the Voter’s Registration Records (VRRs).

The report shall also include number of precincts that functioned in the immediately preceding elections by city and municipality, number of precincts newly created for the election under consideration by city and municipality, and total number of precincts for the election under review by city and municipality.

“Likewise, the report shall include the number of ballots, election returns, ballot boxes and all other accountable forms actually used, spoiled and unused, among others,” the bill stated. (Sunnex)
