A FORMER Philippine National Police (PNP) chief in Central Luzon is the newly appointed head of Task Force Tugis, the team tasked to arrest high-profile fugitives in the country.

Tagged as the PNP chief Director General Alan Purisima's "personal choice," former Central Luzon police head Chief Superintendent Edgardo Ladao has been assigned as the new task force director after its controversial head, Senior Superintendent Conrad Capa, was re-assigned as the Deputy Regional Director for Operations (DRDO) in Central Visayas.

Under Capa's watch, Task Force Tugis was able to arrest businessman Delfin Lee outside a hotel in Manila last month. Lee, owner of Globe Asiatique Holdings Corp., is facing a P6.6 billion syndicated estafa case before a local court in Pampanga.

During a Regional Peace and Order Council meeting in Central Luzon in October 2012, Ladao was scolded by the Interior and Local Government Secretary Manuel Roxas II due to his alleged failure to stop the illegal numbers game, jueteng, in the province of Pampanga.

Roxas said undercover agents were still able to place their bets despite Ladao's claim that jueteng operations had already been stopped.

"Ladao is known for his investigative skills, he is competent to head Task Force Tugis," PNP spokesperson Chief Superintendent Reuben Theodore Sindac said in a media briefing on Monday.

Ladao also headed the Directorate for Police Operation in North Luzon.

As the newly-minted head of Task Force Tugis, Ladao is in-charge of arresting the "Big Four" wanted fugitives who include retired general Jovito Palparan, brothers Joel and Mario Reyes, former Dinagat representative Ruben Ecleo. (Sunnex)
