Dole: Over 200 metro firms used compressed work week in 2013

EVEN before the monstrous traffic situation by simultaneous road projects in Metro Manila, more than 200 establishments in the National Capital Region (NCR) are already using the compressed work week scheme.

This was according to a report of the Bureau of Working Conditions (BWC), saying 257 establishments in Metro Manila used the said work scheme in 2013.

Other regions with high number of establishments that adopted the work scheme are Central Visayas with 163 establishments; Calabarzon with 64 establishments; and Central Luzon and Zamboanga Peninsula with 17 establishments each.


Meanwhile, the manufacturing industry was the top sector that adopted the said scheme with 118 establishments

Other top industries include the customer service/BPO with 114 establishments; services with 81 establishments; retail with 36 establishments; and export trading with 31 establishments.

Earlier, the Metropolitan Manila Development Authority (MMDA) had earlier proposed the adoption of a four-day work week and flexible time for workers in order to help them cope with the monstrous traffic situation caused by simultaneous road projects in Metro Manila.

Labor Secretary Rosalinda Baldoz said the report only proves that the adoption of the said work scheme could have positive effect on business competitiveness and productivity.

"They did this to cut cost in utility consumption, and more importantly, to provide their employees with additional rest and more time to spend with their families," Baldoz said.

According to Department of Labor and Employment (Dole) Advisory No. 4-2010, three flexible arrangements can be adopted by interested establishments.

The three are:

• Compressed work week, where the normal work week is reduced to less than six days, but the total number of work hours of 48 hours per week remains. In this arrangement, the normal work day is extended to more than eight hours without corresponding overtime premium, but should not exceed 12 hours.
• Gliding, or flexi-time schedule, where the employees are required to complete the core work hours, but are free to determine their arrival and departure time.
• Flexi-holidays schedule, where the employees agree to avail the holidays at some other days, provided there is no diminution of existing benefits as a result of such arrangement.

"It shall be based on a voluntary agreement between the employers and the employees," said Baldoz. (HDT/Sunnex)
