THE Philippine National Police (PNP) is crafting the Terms of Reference for accreditation of a courier service provider that will deliver gun licenses to firearms owners, an official said Wednesday.

This came after the PNP formally terminated it multimillion-peso contract with the Werfast Documentation Agency Inc. (WDAI).

Chief Superintendent Reuben Theodore Sindac, PNP spokesperson, said the services of WDAI were terminated by the PNP Civil Security Group (CSG) on March 17.

"The accreditation of a courier service provider precludes exclusivity and gives the PNP the discretion to accredit other companies as may be necessary to ensure service efficiency," he said.

Sindac said PNP-CSG is now in the process of finalizing the Terms of Reference that will pave the way for the accreditation of other courier service companies that will take over the responsibility of delivering gun licenses to the residences of authorized gun owners.

"Despite the withdrawal of Werfast, the company clarified that it will honor all pending commitments and deliveries to its clients," he said.

WDAI was the official courier of the gun licenses since 2011 amid controversies circulating that Werfast had been collecting P190 from gun owners in delivering their gun permits within Metro Manila despite the fact that the company was only using the services of the LBC forwarding company, which charges its clients P90 for the same service.
