Guingona plays safe on Cunanan’s testimony

SENATOR Teofisto Guingona III refused to make conclusions on the testimony of Technology Resource Center (TRC) director general Dennis Cunanan who appeared before his committee this week.

"We will have to review it (testimony), evaluate and scrutinize it. We will have to compare it with the testimonies of other witnesses... We will also have to take into account the demeanor of Dennis Cunanan. Then after we evaluate all of that, can we only come into a conclusion," Guingona told reporters.

This was in contrast to how Guingona described the testimony of Ruby Tuason in an earlier hearing.


Guingona then said Tuason's testimony can be a three-point, buzzer-beater, winning shot against those accused in the controversial pork barrel scam.

Guingona, chairman of the Senate Blue Ribbon committee, then had a heated argument with Senator Jinggoy Estrada, one of the senators accused of plunder, for supposedly pre-judging the case.

Guingona said that his colleagues Senators Aquilino Pimentel III and Grace Poe have brought up inconsistencies in the public statements and affidavit of Cunanan during the hearing.

"We have to evaluate that. But you must remember that the goal of the Blue Ribbon Committee is not prosecution," he said.

The senator said the committee is looking into recommending legislation that will impose stricter standards on the accreditation and evaluation of non-government organizations (NGOs).

Detained businesswoman Janet Lim-Napoles had allegedly put up fake NGOs where senators and congressmen allocated their PDAF. (Sunnex)
