Illegal recruiter uses Apec ID to lure victims

AGENTS of the National Bureau of Investigation (NBI) apprehended a notorious illegal recruiter con artist for recruiting Apec volunteers, tour guides and delegation officers without authority from the Asia-Pacific Economic Cooperation (Apec) Iloilo organizing committee.

Junel Ann Divinagracia, executive director of Apec IOC 2015, identified the illegal recruiter as Rems Roberto, also known as Remy Degoma with an address at Zone 2 Tanza St., Iloilo City and who uses only a cellphone number in her recruitment transactions.

Divinagracia said that Roberto introduces herself to her victims as operation manager and general manager of Strong Demand People Outsourcing Company with a reported home office in Makati City.


Several City Hall employees complained about the activities of the illegal recruiter, who was recruiting in behalf of the Apec IOC 015, delegation officers and tour guides for Apec officials coming to Iloilo City by September and October 2015 to attend the international conference.

The illegal recruiter reportedly has an Apec identification card and T-shirt to somewhat legitimize her recruitment transactions by charging victims of P1,500 to P2,000 each.

She reportedly interviews her recruited victims at the JD restaurant at Infante street, Molo.

Iloilo City is hosting two Apec Ministerial Conference. More than 2,000 delegates from 21 countries in Asia and the Pacific are expected to attend.

The NBI was able to apprehend Roberto in an entrapment operation and found several documents showing recruitment positions for immediate postings for abroad and local work.
