City asks casino operator to get permit

THE City Government of Iloilo is asking the casino operator at the Amigo Terrace Hotel to secure a business permit within 10 days upon receipt of the notice sent July 1, 2014.

Otherwise, the establishment will be subjected to penalties or closure may be imposed as reiterated under Section 240 of City Tax Ordinance No. 2007-016 Book 5, Chapter 1.

A letter from Norman F. Tabud, Licensing Officer IV of the city’s Business Permit and Licensing Office (BPLO) to Ricardo De Jesus Liwanag, officer incharge of Pagcor Club at the said hotel, showed the city’s intent to implement provisions of the local government code.


The code provides that “It shall be unlawful for any person to open any business, trade or calling or begin any profession from which taxes, fees or change and/or rentals, as authorized to be levied and collected under RA 7160 otherwise known as the Local Government Code of 1991, in the city of Iloilo without first paying and obtaining a Mayor’s Permit License ensuing year and have any stock in trade without first paying the graduated or fixed taxes, fees or charges or rentals.”

The casino opened in this city in 2012 with mixed games of slot machines and table games for exclusive membership as full Pagcor operation.

The operator was able to secure a Certificate of No Objection from the mayor’s office but was not able to comply the requirements as stipulated in the certificate such as securing a business permit from the local government.

Liwanag, in a radio interview, said they are willing to secure a business permit from the city but they have to inform their national office first.
