City readies e-payment system

THE Iloilo City Council is studying the mechanics of an electronic payment system for financial transactions or online payment with the City Government.

The bill’s main proponent councilor Lady Julie Grace Baronda said the e-payment system will be for the collection of taxes, licenses and other fees as well as disbursement of payroll, government subsidies, payment to suppliers and other transactions of the city.

Baronda said the reforms would include transparency in government transactions and make the business process more efficient and convenient for constituents and taxpayers as well as City Government employees and suppliers.


Baronda filed the proposed ordinance on Tuesday during the regular City Council session and will have to conduct public hearings mostly for the business sector and other stakeholders on the proposal.

The councilor is hoping the proposed ordinance will be approved soon and implemented by June 2014.

Iloilo City is a recipient of a comprehensive computerization program of the United States Assistance for International Development (USAid) since five years ago, and the city treasurer’s office, budget office, planning and development office and the business permit and licensing office are already computerized for easy access of data on business permits and licenses.

Valenzuela City in Metro Manila is already implementing the same e-payment system as enacted by its own City Council.

Baronda said the city recognizes the move for electronic governance as a means to interact with constituents, government to business sector and other government agencies anchored on the principles of good governance, transparency and operational efficiency.

An electronic payment system will eradicate fixers and enhance tax collection by ensuring the necessary mechanism and procedures employed to encourage taxpayers to pay and settle their tax obligations.
