Sanctions up for city hall employee

A CITY Hall employee was terminated immediately Monday, April 28, after he was caught tapping electric power from a city electric post at the central public market for the consumption of his illicit boarding house across the street.

City Administrator Norlito Bautista said the job termination of Joel Caelian, a job hire electrician assigned at the Local Economic Enterprise Office, will not affect the filing of appropriate criminal charges against him such as violation of the Anti-Pilferage Act and many others.

Ben Palma of the City Boarding House Commission said that Caelian is maintaining a 10-room boarding house at the second floor of an old building at corner Iznart-Aldeguer streets without a corresponding business permit, mayor’s permit, fire safety permit and other licenses from the city government.


The building itself is a fire hazard contraption without appropriate lightings, fire extinguisher and safe passage for the boarders.

Caelian also allegedly tapped the city electric post for his water business at the central market.

Palma said that Caelian was already given notice last December 2013 to seek a mayor’s permit until May 5, 2014 and accomplished all requirements for a business permit to operate a boarding house.

Caelian promised to accomplish all the requirements but failed until members of TF Boltahe traced the illicit electrical connections to his boarding house.

Bautista said the City Government is all-out to cleanse City Hall of scalawag employees.

Caelian had filed for a police blotter report on Sunday, charging Palma and Bautista of unjust vexation.
