THE City Council has reported that a cell site of Smart Communications Inc. was installed at the rooftop of the Iloilo City Hall.

Councilor Lady Julie Grace Baronda said Tuesday the inspection reports of technical engineers from the National Telecommunications Commission and the Institute of Electronic and Communication Engineers of the Philippines showed a cell site facility at the City Hall transmits and receives signals.

However, the emitted radiation from the installed facility was non-ionizing and does not pose danger to the health of the public.

There is also a possibility that subscribers outside of City Hall may benefit from the facility, she said.

Baronda added there was an early controversy that the installation of the Smart facility started before the ratification and confirmation from the City Council.

The Committee on Information, Technology and Computerization has recommended that legal matters concerning the lease contract, memorandum of agreement, letter of authority from the city mayor, and the issue on ratification and confirmation by the City Council be forwarded to the City Legal Office for study and recommendations.

Baronda said the move will ensure strict compliance of Smart Communications of the terms and conditions in the Memorandum of Agreement with the City Government, and for other appropriate legal actions the City Government may take in the future. (LCP)
