Governor appoints 5th MIWD board member

ILOILO Governor Arthur Defensor Sr. appointed on Tuesday the fifth member of the Metro Iloilo Water District (MIWD) board of directors, representing the business sector.

Josephine Beata Abad-Caram, both a civil engineer and lawyer by profession, completes the five-person MIWD board of directors.

Defensor reinstated last January 3 the four original board of directors of MIWD, following the Supreme Court’s decision giving him the authority to appoint MIWD directors pursuant to Section 8 of Presidential Decree 198.


Reinstated were Drs. Danilo Encarnacion and Sergio Gonzales, Engr. Adrian Moncada and accountant Bernadette Castellano. Caram replaced Celso Javelosa whose four-year term ended recently.

Caram presently sits as president of family-owned Multi-C Construction & Realty Development Company Inc., which is engaged in the development and leasing of real estate properties.

She is a graduate of Bachelor of Science in Civil Engineering at the University of the Philippines Diliman and has successfully passed the November 1984 Civil Engineering Board Examination.

She also obtained Bachelor of Laws degree from the University of San Agustin where she was class Valedictorian and successfully passed the 1990 Bar Exams.

Caram has worked as project consultant and manager in various infrastructure projects in the government and in the private sector for 25 years.

She was nominated and endorsed by three different organizations, Iloilo Multi-Sectoral Business Organization Inc., Sta. Maria Parish Catholic Women Association, and Rotary Club of Iloilo City RI District 3850.

Caram’s term of office is until December 31, 2018. (PIO)
