Editorial: Heads must roll

LAST Tuesday, the Supreme Court struck down Disbursement Acceleration Program (DAP) and declared it unconstitutional.

SC spokesperson Theodore Te was quoted in news reports as saying that the use of DAP under President Benigno Aquino III violates Section 25 of the Constitution regarding the "use of appropriations and separation of powers."

Who will now take blame in a seemingly complicated DAP mess? It was only months back when the rotting "pork barrel" scam was brought out to the open, and now here came another issue, this time, involving President Aquino with some of his allies who, ironically, are pushing reforms to thwart the corrupt in the government.


So, who will not take the blame -- Aquino, Budget Secretary Florencio Abad, and senators who get their share of DAP funds through proposed projects? At least, Aquino and Budget secretary Florencio Abad are bearing the brunt of the people and their political foes for the DAP mess.

Senators are also urged to return DAP, which according to reports will amount billions of pesos in lump sum allocations.

The feisty Senator Miriam Defensor Santiago calls it "delicadeza", calling the money used to fund senators' projects as "stolen."

After SC announced it unconstitutional, many are speculating that this will give rise to an impeachment of Aquino; first, for allowing allowing and approving the creation of DAP and second, for allegedly using DAP as "bribe" to unseat SC chief justice Renato Corona.

Santiago added Abad can be "criminally and administratively liable" for coming up with DAP, saying heads must roll in this yet another big "malversation" issue in the country.
