WHERE to start rebuilding?

On Saturday, the government and the Moro Islamic Liberation Front (MILF) signed the normalization annex, the last of the four documents that make up the comprehensive peace agreement. At the heart is the deactivation of the MILF fighting forces and the restriction of military presence in the proposed Bangsamoro autonomous region.

The other annexes that have been signed are on power sharing, transitional arrangements and wealth sharing. The next stage is the drafting of the Bangsamoro basic law by the Bangsamoro Transition Commission.


The signing of the normalization annex may be ‘the start of the end of the process’, as the government peace panel would like to describe but it also signals more work ahead to not only refine the implementation mechanism, but also to ensure that the current undertaking would genuinely reflect and respond to the local needs.

Peace agreements need to be relevant to the lives of the people. It need not be, and it should not be about political posturing especially when the lives of people are at stake.

The challenge is on veering away from the militaristic culture of deliberately targeting civilians and on using them as shield for any covert interest. The question remains on how government is able to uphold the rights and protect its people as it has committed.

There is a need to question the state centric framework of security and work towards a more deliberate focus on human security and human rights.

Peace is possible but only when there is sincerity, respect and trust. It starts in our own communities and is grounded on clear values and principles.
