‘Kotong’ at CEO

DAVAO CITY administrator Melchor Quitain said they are investigating an employee of the City Engineer's Office (CEO) accused of demanding bribe money from a building owner.

Quitain said the client has asked the city worker to process their permit.

He said the city worker has been asking money from the client to hasten the processing of the permit. Every time the client follows up the processing, the city worker asks for money.


"Katong iyang gipa-process gusto kwartahan siya. So iyang gihimo, gi-ingnan niya na ang tag-iya sa building nga nangayo but dili tinuod (The employee who processed the owner's permit wants to mulct from him. The employee told the owner that CEO is asking for money to hasten the process but that is not true)," Quitain said.

He said the client noticed that even though they keep giving the CEO worker money, the permit was still taking too long. He raised his complaint to the city administrator.

Quitain refused to mention the name of the city worker since they are still investigating the incident.

He also called on building owners or clients to report any similar anomalies among city workers.

Quitain also urged building owners or anyone who will be processing their permits to have a trusted staff to process it instead of having a stranger do the job.
