Drivers, operators slam driving competency test

DRIVERS and small operators slammed on Tuesday the recommendation of a city councilor requiring all public utility drivers (PUV) drivers in the city to undergo a driving competency assessment from Technical Education and Skills Development Authority (Tesda).

Charito Juranes, Transmission-Piston chair, said the additional requirement will serve as another burden for drivers.

Councilor Leo Avila recently suggested to the City Council to require drivers to comply with a proficiency standard set by the Technical Education and Skills Development Authority (Tesda) as stated under the Department of Transportation and Communications (DOTC) Department Order 2011-25.


The DOTC order provides for a "driver proficiency standard as additional requirement in the exercise of the regulatory powers of LTFRB to issue certificates of public convenience (CPC)."

Avila said the rising cases of road accidents are very alarming and the city has to look for ways to reduce it.

However, Juranes said the driving competency assessment will not substantially reduce accidents involving vehicles.

He said the proposal is unnecessary because the drivers had already passed necessary requirements including proficiency to drive public utility vehicles at the time of securing and renewing their driver's licenses.

"It is very unfair to attribute the accidents mainly to public utility vehicle drivers as what councilor Avila implied in his proposal," he said.

Juranes cited that the recent statistics of the traffic accident through the Traffic Management Center (TMC) showed that private vehicles recorded the highest number of vehicles involved in accidents with 1,377, followed by motorcycles with 699.

"The recent proposal of the councilor and the pending proposal of abolishing all public utility jeepneys in the main thoroughfares to be replaced by bus system are glaring acts of being an anti-driver of the councilor and that deserves our utmost rejection," Juranes said.

Based on the DOTC order, drivers of public utility buses and heavy trucks should be certified by Tesda with Driving National Certificate (NC) III, while drivers of all other modes of public land transportation should be certified by Tesda with Driving National Certificate (NC) II.
