Duterte sees malice in de Lima’s claims

DAVAO CITY Mayor Rodrigo R. Duterte chided anew Justice Secretary Leila De Lima for failing to build a case against the suspected smuggler David Tan and insisting that the man is a resident of Davao.

In his television program “Gikan sa Masa, Para sa Masa” on Sunday, Duterte said he sees malice in De Lima’s statement when she insisted that Davidson or David Tan or Bangayan or Banggayan is from Davao City.

Duterte said it has been confirmed that Tan comes from Tuguegarao, Luzon and not from Davao City. He added that he knows the residents here and that there is no David Tan nor Bangayan living in town who fits the person’s description.


“Even the petitioner Joseph Ngo could be made to appear in court to confirm his (David Tan) existence. I’ve already told you (De Lima) about this but you still insist. Now, I see malice on De Lima’s statement,” Duterte said.

Duterte added that De Lima as head of investigation could have built a case around Tan, instead of making statement prematurely. He pointed out that even the National Bureau of Investigation (NBI) could only release Tan.

“It doesn’t matter what or how many names he is using. What’s important there is you establish the person’s identity, his persona, and build a case around him. They have the same address, company names, even have the same lawyers yet they are not the same?” Duterte said.

Duterte added that De Lima could have obtained testimonies from businessmen from the Federation of Philippine Industries (FPI), get a sworn testimony identifying David Bangayan as the same person as David Tan, as what they have been claiming, and that would have served as sufficient ground for arrest.

“What has the DOJ (Department of Justice) done so far to protect the interest of the national government? The government is losing 1.3 trillion pesos in three years because of smuggling at wala kayong ginawa, mahiya naman kayo,” Duterte said.

“Stop talking, and start working. Walk your talk and talk your work, hindi yung puro lang kayo for publicity. Why, you just opened your mouth for publicity,” Duterte said.
