KIDAPAWAN CITY -- Four candidates vying for different positions in Kabacan, North Cotabato have been implicated in the killing of the town's vice mayor last January 11.

Based on the extra-judicial confession of a certain Brodz Panigas Mukammad, the alleged mastermind in the killing of Kabacan town Vice Mayor Policronio Dulay was Habib Guiabar, a candidate for the mayoral post in the said municipality.

Mukammad, based on the document, met Guiabar and three other candidates two days before the killing happened. They allegedly met inside 8th Avenue Inn, which Guiabar owns.


Mukammad said he received from Guiabar P5,000 as initial payment in looking for a killer. The job was worth P300,000, he said in his affidavit.

Guiabar vehemently denied the accusations.

He told media here that he does not know Mukammad and could not remember meeting him and three other candidates inside his inn.

"There is no reason for me to execute Dulay," he said.

"First, Dulay was not a threat to my candidacy. I am running as mayor, while he was running as vice mayor. Second, why would I join forces with other candidates in killing Dulay? That's absurd," Guiabar said.

Guiabar said Mukammad's testimony was politically motivated.

He also challenged authorities to also investigate other names that Mukammad has implicated in his affidavit.

Guiabar was also surprised to know that the police did not place Mukammad under their custody if he has, indeed, knowledge on the killing.

Superintendent Leo Ajero, chief of Kabacan police, said they also expressed doubts on Mukammad's testimony.

"Mukammad has implicated almost all candidates running for the top positions. Based on our investigation, it's so impossible that these candidates will join forces to kill somebody. What's their primary motive?" Ajero said.

"We believe this has something to do with the money they would receive. As of now, the cash reward to those who could give information to the killing is P.6 million," Ajero added.

Two weeks ago, the police in North Cotabato filed murder charges against a certain Jomar Pulindao Utala, 26, and Bagong Magalib, both residents of Barangay Madidis, Datu Paglas, Maguindanao, for their alleged involvement in Dulay’s killing.

Of the two, only Utala was arrested by Kabacan police operatives for carrying unlicensed ammunition from a .45 caliber pistol.

On January 11, Dulay, seeking for re-election for his third and last term in the vice mayoral post, was killed by two motor-riding men in Kabacan town.
