A man of service

TRUE service comes from the heart; it can be outweighed but can never be paid back in exact terms.

His contributions as public servant are not only measured through the missions he had offered but is also manifested in the most unexpected situation.

He is Police Officer (PO) 3 Rizalito L. Clapiz III, a chief investigator in the Homicide and Arson section of Precinct 2 (San Pedro Police Station) in Davao City.


Compassion and goodness is evident in the way how he lends a hand to those who are in need.

Despite the dangers hinged in his profession; he is ready to risk his life in the name of genuine public service.

Clapiz finished Bachelor of Science in Criminology (BS-Crim) at the University of Mindanao in 2003 and eventually joined the police training for Police Officer 1.

"I wanted to follow the footsteps of my father, he is a policeman, and we have the same name, so I never hesitated to take up criminology as well," he said.

Public service for him is of great value and serves as good example to others.

"Our service can never be paid back; it is a noble work, same with the teachers. But it is in our profession that we gamble our own lives in protecting other peoples' lives. It is also necessary that discipline and respect start within one's self. You are a role model so when you enter this job, never disregard the peoples' call for help," Clapiz said.

Here are his trainings, titles, and assignments including his degree.

The International Security Operation Trainor Course, Internal Security Operation Course, Medalya ng Papuri, Medalya ng Kasanayan, Medalya ng Paglilingkod sa Mindanao, Medalya ng Paglaban sa Manliligalig, Desk Officer (San Pedro PNP), Intel operatives (San Pedro PNP), Cybercrime Identification & Seizure of Digital Evidence seminar, Air to Ground Operations seminar, Purpose Driven Life seminar, International Humanitarian Law & UN Guiding Principles on Internal Displaced Persons, ISO Speaker Bureau, Traffic Accident Data Collection & Police Patrol seminar, PNP scout & Field Tarining Program, Public Safety Recruit Course Class Nr 2004-RTS 11-37, Public Safety Junior Leadership Course (PSJLC) and Anti-illegal Drugs-Special Operation Task Force (AID-SOTF).

Now, he is currently waiting for a promotion from the PNP Central Office due to his exemplary response to the shootout that happened in 2012 at Sampaguita Inn in which a suspected bomber was killed.

He said that he tries to influence policemen not to be involved in any illegal transactions.

"If they are into unlawful activities, they cannot be called policemen. It would be better if they move out of their service; they are just bringing shame to their families. In this profession, you need to show wholehearted service. This is not impossible if you are a true policeman, but if not, then you have no place in the PNP," Clapiz added.

"The danger is there but to stop in this profession never crossed my mind, rather we are encouraged in doing new ways to give pride to ourselves every after our operations," he said.

PO3 Clapiz is the third of the five brood of Rizalito Clapiz Jr. and Evelyn Clapiz who reside at San Pedro Extension, Barangay 76-A, Bucana in Davao City.
