Blackout not a Minda-wide problem, DOE chief says

ENERGY Secretary Carlos Jericho Petilla on Tuesday said not the whole Mindanao is experiencing rotational brownouts contrary to what the general public has perceived.

"People think the rotational brownouts is a Mindanao wide problem but the fact is there are actually areas on the island that don't experience brownouts at all," he said during a press conference after the inauguration of the 13.6 megawatt (MW) Tudaya hydropower plants of Hedcor, a subsidiary of AboitizPower, in Tudaya, Sta Cruz, Davao del Sur.

The secretary cited, for instance, franchise areas that are served by electric cooperatives in Agusan del Norte, Bukidnon, and Davao del Sur, which are not experiencing brownouts.


"It is because the board of directors of these electric cooperatives took it upon themselves to ensure that they have enough power supply," he said.

Petilla said the electric distribution utilities were able to contract enough power to supply the needs of their consumers. Also some of the cooperatives were able to install generator sets to boost their supply.

For example, Davao del Sur Electric Cooperative general manager Godofredo N. Guya said they have contracted enough power from independent power producers and Power Sector Assets and Liabilities Management Corp. to cater to the 40 MW demand of its franchise area. They also have a 15 MW modular generator set to boost their supply. The cooperative entered a Power Supply Agreement (PSA) with Alsons Energy Development Corporation for the rental of diesel–fueled modular generator sets last year.

Petilla encouraged electric cooperatives to enter contracts with different power producers to ensure that they have reliable and enough supply for their consumers.
