Rebates eyed for building owners

REBATES are being eyed as a form of incentive to building owners who will install rain water catchment system, a city lawmaker said.

Davao City Councilor Leonardo R. Avila III, who guested in yesterday's edition of Club 888 Forum at the Marco Polo Hotel Davao, said the incentive scheme is being studied by the City Treasurer's Office, which will draft the scheme once the technical team of the Watershed Management Council has already drawn up the implementing rules and regulations (IRR) of the Davao City Rainwater Harvesting Ordinance of 2009.

"It is already part of the ordinance that incentives will be provided to those who will install rainwater catchment system in their old buildings but it has yet to be studied further and a system has to be created," he said.


Avila said the ordinance mandates new buildings to have rain water catchment systems before a business permit is issued, since laws cannot be retroactive, he said the incentive will be a strategy to encourage building owners to install rain water catchment systems to their old buildings.

He said the creation of the IRR on the ordinance began last month and it is expected to be finished next month and implemented this year.

Avila said the rain water catchment systems are important in a way that it will help conserve water that is being sourced from the Davao City Water District. Also rain water gathered can be used for non-potable use like washing cars or watering the plants which will enable the consumer to save money from water bills.

He also said the system will help reduce the occurrence of flash floods.
