IRR on rainwater harvesting ordinance done soon

THE Implementing Rules and Regulations (IRR) on the Davao City Rainwater Harvesting Ordinance of 2009 is expected to be finished this year, an official said.

Councilor Leonardo Avila III, who was guest speaker during the Davao City Water District (DCWD) Forum on Rainwater Harvesting in Davao City at Lispher Inn on Thursday, said the Watershed Management Council, the implementing body of the ordinance, has already formed a technical team for the creation of the IRR.

"The IRR is the only lacking component for the ordinance to be fully implemented," he said.


Avila said some of the things that will be found in the IRR are the mechanics for the advocacy campaign and the requiring of rain water catchment systems in old and new buildings.

The crafting of the ordinance was way back in 2002 and was passed by the city council in 2009.

Aside from the IRR, Avila said they are also closely working with the City Treasurers Office in coming with an incentive scheme for building owners who will install in water catchment systems.
