60 infra projects yet to start in Davao

THE regional office of the Department of Public Works and Highways (DPWH) reported Friday that some 60 infrastructure projects in Davao Region, which are already on the pipeline, have yet to be implemented due to delay in the release of funds.

The agency said that of the estimated 1,320 infrastructure projects last year, 266 are still ongoing.

"The funds were release around November and December already. There is very little time left to do it before 2013 ends so they have to be done this year," DPWH regional information officer Jose Dennis Y. Flores told Sun.Star in an interview.


He said the weather and oppositions against some projects have also caused delay in the completion of these projects. He said the opposition usually comes from landowners who do not want the DPWH to encroach to their property.

Flores said the 60 projects that are set to begin are small DPWH projects and outside infrastructure programs, projects of other agencies, like Department of Tourism and Department of Education, channeled through DPWH since they do not have construction capabilities.

He said 41 of these are DPWH projects, while 19 of them are outside infrastructure projects.

The DPWH projects include three regular infrastructure projects, one project funded by the lumpsum of the budget, one for the maintenance operations and overhead expenses, nine projects for the basic education faility, 18 for the water sewerage facilities, and nine health facilities.

Flores said most of the unfinished and to-be started projects will be finished within the first quarter of 2014 so that by the second quarter they can focus more on projects line up for this year.

DPWH reported an accomplishment rating of 86.13 percent as of December 2013.
