BY strictly implementing laws that regulate building construction in the country, the City Building Office (CBO) is confident to hit P70 million collection target for 2013.

CBO chief Jaime Adalin said since 2010, the year when he assumed office as an acting chief of CBO, strict and firm implementation of building laws, especially the Presidential Decree No. 1096, otherwise known National Building Code, has been proven effective in increasing their annual collection and hitting target since then.

In fact in 2011, CBO recorded a total collection of P56.7 million from permit issuances, surcharges, and penalties, which translates to ballooning 350 percent increase as compared to its P16 million total collection for the entire year of 2010.

As of November of last year, CBO collected a total of P66.79 million, already surpassing its target of P65 million for 2012.

Adalin attributed the significant and continuous increase on their collection since 2011 on the implementation of the "Operation Bantay Balaod", which Adalin put in place in August of 2010, a month after he assumed his post.

Since he assumed office in July last year, Adalin said he reviewed CBO's internal system from the structure of acquiring a building permit to the requirements being asked by the government from their clients.

Initially, for this year, CBO proposed a P67-million before the Local Finance Committee (LFC) but it was increased to P70 million.

As early as October last year, CBO's collection has amounted to P61.2 million and just a month after, it increased to P66.79 million, which is slightly higher than their P65 million target for 2012.
