Impeachment rap’s death

THE House justice committee on Tuesday voted 54-4 to junk all three impeachment raps lodged against President Noynoy Aquino.

The committee, dominated by PNoy’s allies, found the first two impeachment complaints over the Disbursement Acceleration Program (DAP) and the third complaint over the Philippine-US Enhanced Defense Cooperation Agreement to be insufficient in substance.

Those who voted in favor of the impeachment raps found themselves insufficient in number.



The House justice committee vote effectively ended all further debates on the impeach cases against PNoy. It was a sudden death for the three impeach raps.

Only Bayan Muna Reps. Neri Colmenares and Carlos Isagani Zarate, and Gabriela Reps. Emmi de Jesus and Luz Ilagan voted in favor of the impeach raps.

Were they reminded that an impeachment proceeding is a numbers game? Seriously, how would the four of them indict PNoy of culpable violation of the Constitution, betrayal of public trust and graft and corruption?


Complainants in the three impeachment cases filed them before PNoy talked about how he will celebrate his “freedom” after he leaves his office on June 30, 2016.

PNoy’s allies may have interpreted the impeach raps as premature for PNoy’s celebration of his “freedom.”

Yet, PNoy can still celebrate his freedom, that is, freedom from the three impeachment complaints.


Rep. Colmenares clashed with Eastern Samar Rep. Ben Evardone, a Liberal Party member, before the committee put the impeachmen raps to a vote, when Evardone pointed out that Colmenares himself received funds under DAP.

“It is clear that the intention of the DAP fund is good. Even Congressman Colmenares admitted that he received DAP funds but he said these were fully accounted,” he said.

Colmenares reminded Evardone he was with GMA before joining the LP. “Did we say, 'Balimbing ka (you are a turncoat)'? We did not say that. Did we say, 'Wala kang prinsipyo (you don't have any principles)'? We did not say that,” he said.

Yes, he did or no, he did?
