Fantastic 4’s swing vote in the council-A A +A

WHEN Cebu City Councilor Gerry Carillo acknowledged that BOPK, the ruling party he and three others councilors had abandoned, still dominates it, he was right.
What he didn't say explicitly, as it could've sounded blatantly immodest, was that his group, which I call the Fantastic Four, holds the power to swing the vote.
They're the swing voters, or vote swingers if you wish.
Since the F Four announced they had left BOPK, lines in the City Council have been re-drawn. (By the way, how did they quit: they emailed, texted, Twittered or Facebooked?
Surely, not by post office; maybe by personal delivery service. Or did the BOPK chief learn about it in six o'clock news?)
The numbers are eight (BOPK), five (Team Rama), four (F Four). BOPK is technically the majority but it's a hollow and shaky edge F Four can chip off any voting time by casting itself with Team Rama.
F Four holds Team Rama not by the balls but with the seductive equipment of a teasing woman when the man is in heat. If Team Rama wants to push sorely needed legislation, it has to trade with F Four.
If BOPK wants to ram its own agenda or just wants to block to make Mayor Mike Rama miserable, it may have to deal with the "devils."
Did the four councilors betray BOPK? Or did they put an end to bondage under a political leader who doesn't want any minion to so much as sneeze without his say-so?
Whatever, by shrewd tactical move or sheer stroke of luck, the defectors have made themselves the most powerful bloc in the legislative building.
