Napoles as ‘victim, scapegoat’

BLAME lawyers or whoever crafted the defense. Janet Lim-Napoles, in her affidavit filed with Department of Justice and Senate, says she's a victim and a scapegoat.

With conspirators and accomplices, she in effect admits, she stole billions of pesos from the government because of "society's system and long practice" that made her believe stealing is "normal."


Only a high school graduate and not a government official, she says, she's not the mastermind. She was "mentored" on the scam by PNoy's budget chief, Butch Abad. And top government officials betrayed her, some of them even denying they knew her after "using" her.

Janet philosophizes: she's not to blame but the world of corruption in which she lives. Maybe genes and influences of home, church and school, the "system" but not her.

She passes the buck: the lawmakers, not she, controlled funds and government bureaucrats processed papers and inspected projects before paying for them.

Central role

She forgets her central role: as builder and corruptor in funneling funds to her dummy NGOs and distributing crime proceeds. Through minions, she recruited and bribed lawmakers, agency officials, brokers, journalists, even priests to make the machinery of fraud run.

Figuratively, she might not have invented the idea of whoring but she ran the brothel.

She couldn't be "not the most guilty."
