Cash aid for solo parents

THE Cebu City Council has passed an ordinance granting P5,000 cash assistance to each solo parent in the city per year.

Cebu City Councilor Gerry Carillo, one of its proponents, said this is “new and novel” as Cebu is the only city in the entire country to give financial assistance to solo parents.

Sure, it’s forward-looking. Or perhaps, the council is just looking forward to the next elections.



This ordinance is not for solo parents who are out to make a fast buck.

A qualified beneficiary must not earn more than P60,000 a year and is a registered voter in the city who has voted in three elections.

Let’s make it clear -- three elections, not voting thrice in one election.

A solo parent, aged 18, has to wait for nine years, to get the financial assistance.

What would the rule be if the elections are postponed?


The Cebu City Government, generous with taxpayers’ money, has been giving cash assistance to senior citizens, drawing those from other areas to register as voters in the city.

The city also gives cash aid to persons with disabilities. And now comes the financial assistance for solo parents.

Church officials need not worry this will spark an explosion of solo parents in the city. See, the city also sponsors mass weddings.


Chief Supt. Danilo Constantino bowed out as Police Regional Office (PRO) 7 director after a nine-month stint.

Slated to replace him is Chief Supt. Prudencio Tom Banas who facilitated the surrender of model Deniece Cornejo, an accused in the detention and mauling of TV personality Vhong Navarro.

Before Banas, Senior Supt. Conrado Capa, former head of Task Force Tugis that arrested fugitive real estate developer Delfin Lee, was designated PRO 7 deputy director for operations.
