Sex change in new bill?

THE House justice committee on Wednesday approved a whistleblowers bill that would give witnesses in graft and corruption cases cash rewards, immunity from suit, allow them to change their identities at government expense, undergo plastic surgery and even sex-change.

I wonder how the government will advertise this when the bill is enacted into law.

Try this, “Send a grafter to jail and have plastic surgery or sex change.”



This must be the best way to get rid of graft and corruption in this country, a daunting task as prosecutors seem to depend on whistle-blowers to pin down lawmakers and other persons who ripped off billions of pesos from pork barrel funds.

We’d be sending grafters to jail and end up with former witnesses with enhanced looks and transgenders.

What a wonderful world.


Wait. It wasn’t clear in the whistle-blowers bill whether the plastic surgery and the sex-change would be paid for by the government because it only states the change of personal identity “may include a change in physiological appearance or change of name.”

Iloilo Rep. Niel Tupas Jr. (Remember him?), the committee chair, said changing the physical appearance of a witness could entail undergoing plastic surgery or change of sex.

A government that wants to get rid of graft and corruption should spare no expense.


Whistle-blowers stand to earn P50,000 to P200,000 depending on the states of participation in the prosecution.

But a witness who desists or contravenes his original affidavits, fails to appear during hearings without a valid reason, refuses to cooperate or testify in the investigation or gives false and misleading testimony may be slapped four to six years imprisonment and return the cash.

How about fake whistleblowers who had plastic surgery and sex-change? Would they be forced to undergo reverse surgery?
