Ex-treasurer to pay P10T

A FORMER official of Barangay Calamba, Cebu City has been convicted and made to pay a fine of P1,000 for failing to render accounts in 2009.

Regional Trial Court Judge Lauro Castillo, Jr. convicted Amparo Barrera of violating Art. 218 of Revised Penal Code (failure of accountable officer to render accounts).

Barrera had pleaded guilty to the offense during her arraignment.


“From the answers she gave, the court is satisfied that indeed she fully and voluntarily made the plea of guilty to the lesser felony of violation of Art. 218 of Revised Penal Code,” read Castillo’s two-page order.

In 2012, the Office of the Ombudsman-Visayas was initially charged with malversation of public funds for allegedly pocketing P10,870 in public funds. The amount represented Barrera’s P10,000 in cash advance and P870 as barangay collection.

An examination by state auditor Gemma Marmita on the cash and accounts of Barrera in 2009 showed that the latter incurred a total cash and accounts shortage of P620,025.

But Barrera, denied the charge, arguing that the documents Marmita presented have no bearing since these were supported by payrolls.

Barrera also said the complaint must be dismissed since the receipts booklets were turned over to another officer when she left government service in 2008.

She also said that the alleged missing funds were used for the barangay officials’ honoraria and that these were supported with documents.

Marmita, in her comment, pointed out that Barrera began drawing cash advances from October 2006 to November 2007, even if the latter assumed office in 2007 yet.

Marmita added that the documents Barrera submitted to support her liquidation were merely photocopies.

Marmita, however, said the payrolls for the honoraria totaling P609,155 were supported by documents.
