"Even after office hours, I still serve the people at my house in Barangay Bulacao. I made a promise to God that only in death will I stop serving the poor," JVR said.

The mayor also said more investments are expected in the city, such as an international marina at the fish port. He also said he is bent on pursuing his plan to convert Mananga River into a water park, and to install cable cars in the city.

Earlier in his speech, JVR shared beginnings, failures and accolades before he became mayor in 2013.
