Caib: We did right in fight vs. obscenity

THE Cebu City Anti Indecency Board (Caib) believes it did not go beyond its mandate when it seized last Tuesday several men’s and women’s magazines from a bookstore.

Dr. Lucelle Mercado, Caib chief and Cebu City administrator, said the confiscation of 237 magazines was in line with the anti-indecency ordinance.

“We did not do anything wrong as the items that we have confiscated are pornographic,” she said.


Mercado was reacting to the statement of the Cebu Citizens-Press Council (CCPC), which expressed alarm at the actions of Caib.

CCPC executive director Pachico Seares said Caib exceeded its authority when it raided the seized 237 magazines. Seares cited the Supreme Court ruling that obscenity can only be determined by the court and “should be treated on a case-to-case basis.”

Mercado said Caib confiscated magazines that allegedly contained images of private body parts and sex. She said these are considered pornographic.

She said the bookstore was given a warning in 2012 for the same issue.

She said Caib is merely doing its job to protect the youth from obscenity. (Zash Del Pilar, USJ-R Mass Com Intern)
