THE City Inteligence Branch (CIB) of the Cebu City Police Office is looking into reports that some drug pushers use minors as couriers.

CIB Chief Romeo Santander said they received the report a long time ago but they are still trying to identify the areas where this is practiced.

Santander said kids aged 8 to 12, mostly boys, are reportedly used in the illegal drug distribution and get paid a small sum.

He said some minors are not aware that they are transporting drugs. But others might
also be using drugs, he added.

He said that because of the juvenile justice law, the parents of the children will be held liable.

“Usually, poverty drives them to do it. We will investigate if the minors were ordered to do it by their parents,” Santander told reporters.

In an earlier interview, Leah Quintana, public information officer of the Department of Social Welfare and Development said rescuing minors who are involved in illegal activities will depend on the local government.

Chief Insp. Luzviminda Langbid of the Women’s and Children Protection Desk said they cannot detain the minors and they will have to be released to their parents or legal guardians.
