Rama seeks P500M additional budget for July to December

THE executive department of the Cebu City Government is proposing a P500-million additional budget for this year.

The amount will cover urgent expenses of the City for July to December 2014.

In an interview with Sun.Star Cebu yesterday, former city councilor Jose Daluz III said the second supplemental budget (SB 2) will cover, among others, payment of salaries of the City’s job-order (JO) personnel.


Daluz, who is currently the head of the committee on awards, is among the City Hall officials who helped prepare the SB 2 along with the City’s local finance committee.

Daluz said an additional budget is needed for the JOs because what was included under the P5.89-billion annual budget of the City for 2014 is only their salary from January to June.

“Naapil man to siya sa mga items nga na-slash (It was included in the slashed items),” he said.

The executive department had proposed a P10.8-billion annual budget for this year, but what was approved by the City Council was only P5.89 billion.

Based on their records, Human Resource and Development Office chief Dominic Diño said the City has an estimated 900 JOs who are receiving P300 per day, or P9,000 per month, each.


This means that some P48 million was included in the SB 2 to cover payment of the JOs’ salaries for the next six months.

Aside from the JOs, Daluz said the SB 2 will cover the payment of the City’s garbage disposal in the private sanitary landfill in Consolacion.

Department of Public Services assistant head Randy Navarro said they requested for P50 million in the SB 2.

The amount will cover the estimated 400 tons of garbage per day that are being dumped in Consolacion after the Inayawan Sanitary Landfill was closed in 2010.

The City pays P700 per ton of garbage dumped in the private facility.


Also, Daluz said the SB 2 will cover the improvement of streetlights in the major thoroughfares in the city.

This, he said, is in preparation for the Asia Pacific Economic Cooperation (Apec) Summit, some meetings of which will be hosted by the City.

The SB 2, he said, will cover the purchase of lands for the relocation of Sapangdaku Elementary School and Busay Elementary School.

The schools in Busay and Sapangdaku need to be relocated since they are in a landslide-prone area and flood-prone area, respectively.

As for the sources of funds for the proposed additional budget, Daluz said it will include surplus in 2013.
