Danao, Naga to hire locally-funded teachers

THE Department of Education (DepEd) has approved the request of two local government units (LGUs) in Cebu to hire locally-funded teachers despite a nationwide moratorium on the practice.

Dr. Carmelita Dulangon, DepEd 7 director, said their central office in Manila gave the go-ahead to address the lack of teachers in Danao City and the City of Naga.

Based on the order, Danao can hire 30 locally-funded teachers for kindergarten, while Naga can hire 28 locally-funded teachers for elementary.



However, Jesus Mateo, DepEd 7 assistant secretary for planning and development, said the two LGUs must meet certain conditions, one of which is to inform the new teachers that there is no guarantee they’ll be hired full-time.

According to a March 20, 2014 memorandum, only qualified kindergarten volunteer teachers and locally-funded teachers that were hired in 2012 will be hired as part of the national plantilla.

Dulangon said LGUs in Bohol and Negros Oriental also made similar requests to their central office.

She clarified that LGUs will only be allowed to hire locally-funded teachers if there is proper justification.

She said fewer LGUs asked for authorization unlike in the past.

Dulangon said that while they don’t prohibit LGUs from hiring more locally-funded teachers, this might create trouble for teachers applying for national posts.

According to DepEd Order 37, Series of 2012, priority shall be given to qualified contractual and volunteer teachers, whether employed by the DepEd or by their respective local government units, in the hiring of new teachers for unfilled or new positions.

However, Dulangon said division superintendents have been helping convince LGUs not to hire additional teachers if there is no need.
