TWO rape suspects died in separate cells and different circumstances during the week.Rubin Cabatingan, 49, was found hanging inside the comfort room of the Liloan Police Station past 9 p.m. Thursday.

He was accused of raping his 12-year-old daughter.

On the other hand, Virgilio Sabellano, 47, was found dead by his fellow inmate inside the Cebu City Jail at 4 a.m. yesterday.

In Cabatingan’s case, he was discovered dead when his wife brought food for him on May 22.

His fellow inmates tried calling him about his visitor but there was no reply.

Electrical wire

SPO3 Roy Susvilla, investigator of the Liloan Police Station, said the comfort room was forcibly opened and they saw Cabatingan with an electrical wire tied around his neck.

PO3 Renato Pendo, the jailer-on-duty, rushed Cabatingan to the Liloan Municipal Medical and Emergency Services but he didn’t make it alive.

“He already threatened to take his life but no one took him seriously,” said Susvilla, noting, the suspect may have become depressed after a complaint of rape was filed
against him before the Cebu Provincial Prosecutor’s Office last Thursday.

Cabatingan was arrested last May 19 for allegedly raping his 12-year-old daughter inside their house in Barangay Poblacion, Liloan.

Susvilla said the alleged rape was discovered because the victim was seen crying by her elder sister around 1 a.m. last Monday.

The elder sister dismissed it as a sentiment of a girl missing her mother.

Cabatingan’s wife went to Ormoc, Leyte to work as a house helper and only came back to Cebu after Cabatingan’s arrest.

When the child was pressed, she told her sister that she was allegedly raped by Cabatingan.

The alleged rape victim is the seventh of nine children.
The siblings reported the incident to the police.

Liloan police is also investigating how Cabatingan got hold of the electrical wire.
Susvilla suspects it came from a ventilator at the back of the jail where municipal employees pass by.

Supt. Rodolfo Albotra, head of Cebu Provincial Police Office’s Provincial Investigation and Detective Management Branch (PIDMB), said they are now looking into the incident.

“I think electrical wire should not be allowed that’s why the jailer should check what the visitors bring for the inmates,” he said.

In the case of Sabellano, who was detained since March 2012 for rape charges, he was reported to have suffered a heart attack yesterday dawn but police is still investigating the possibility of a foul play.

Inmate Edwin Opima, Sabellano’s cellmate at the ground floor of the facility, noticed that the latter was no longer breathing beside him.

No pulse

Opima called for help, sensing that Sabellano had no pulse.

JO1 Christian Resoliar, the nurse-on-duty, tried to resuscitate Sabellano but failed.

Homicide investigator SPO4 Alex Dacua said Sabellano complained of chest pains last Thursday.

This prompted the Cebu City Police Office to believe that the inmate suffered a heart attack while asleep.

But police will still look into the possibility of a foul play but Sabellano reportedly had no enemies in jail.
