CEBU City Hall fined a KTV bar P10,000 after the City Anti Indecency Board (Caib) confirmed that some of its dancers perform practically naked in front of their patrons.

City Administrator Lucelle Mercado, also chairperson of Caib, informed the management of Infinity KTV Bar of its violation through a letter dated April 7, 2014.

She said the Caib Board decided on April 4 to impose administrative fines on Infinity for violating city Ordinance (CO) 1408 or the Cebu City Anti Indecency Ordinance.

The bar on Archbishop Reyes Ave. has been under surveillance since last month. In one of its operations, Caib managed to take photos of women wearing sheer fabric while performing on stage.

They danced in “see-through clothes, with the nipples clearly visible,” said Mercado.

“Please be reminded that such attire is strictly prohibited under the said ordinance and we will not tolerate such a thing here in Cebu City,” she said in the letter.

Mercado said the notice of violation should serve as a stern warning. She warned that Caib will be forced to recommend the closure of the establishment if it repeats the violation.

“This is only an administrative fine, there is no recommendation to shut it down,” she said. “But if they continue to do this, the process is they would be issued a show-cause order and made to explain why they would not be closed.”

If Caib is satisfied with the management’s reply, it would be allowed to keep operating but it will be closely monitored.

On the third offense, Caib will recommend to the mayor to have the establishment closed.

Sun.Star Cebu tried calling Infinity KTV yesterday afternoon but no one answered the calls.

Aside from Infinity KTV Bar, 14 other bars were issued notices of violation of the same ordinance but Mercado said these are minor violations, such as the failure to present health cards of their employees upon inspection, lack of fire clearance, business permit and other City Hall-issued clearances.

Others also have private rooms where dancers bring their patrons, which is prohibited under CO 1408.
