Japan team eyes 2 more bridges

A THIRD bridge, possibly even a fourth one, between mainland Cebu and Mactan Island may be among the potential projects to be explored by a study team from the Japan International Cooperation Agency (JICA), local officials said yesterday.

A representative from Jica showed a map where a third bridge may be located during the Metro Cebu Development Coordinating Board (MCDCB) meeting at the Capitol Social Hall.

However, Ken Kumazawa, deputy team leader of the Jica study team, did not elaborate yet, saying the study is still subject to changes.


JICA and MCDCB are working on a proposed list of projects that may be explored “at a pre-feasibility study level”. According to an “inception report”, this means that what will be studied are each project’s location, basic design, construction cost and schedule, its implementing body, and social and environmental considerations, among others.

Mega Cebu

Better mobility in a well-planned urban transport network forms part of the MCDCB’s Mega Cebu 2050 vision for 13 towns and cities, from Danao City to San Fernando, to be more livable, competitive and better-managed.

Gov. Hilario Davide III mentioned yesterday that Jica is exploring the option of building a third bridge to ease traffic congestion. This project has been talked about since before the 2010 presidential elections.

In a separate interview, Cordova Mayor Adelino Sitoy also said a fourth bridge may also be studied, as well as the construction of a port in Consolacion town.

As initially proposed, the fourth bridge would connect Consolacion and either Barangay Mactan or Buaya in Lapu-Lapu City, said Sitoy.

The Cebu Provincial Government has recently entered into a memorandum of agreement with Metro Pacific Tollways Corp. to conduct a feasibility study for a third access.

One end of the third bridge may be in Shell Island, while the other end would be at the mouth of the Guadalupe River in Cebu City.

“As far as Mega Cebu is concerned, one end will be in Shell Island in Cordova. Pero ang Jica gud gi-tie up nila sa Consolacion project kadtong port.

Unya kanus-a pa man pud mahitabo ang Consolacion port? (Jica tied up their plan with a new port in Consolacion. The question is, when will the Consolacion port be realized?),” Sitoy said.

Cebu City Mayor Michael Rama earlier said he wants the port area moved from Cebu City to Consolacion or Liloan town, because the streets may get congested once the third bridge is realized.

The roadmap study for sustainable urban development in Metro Cebu began in 2013 and is scheduled to end by March next year.
