Cebu City endorses additional projects

THE Department of Public Works and Highways (DPWH) will evaluate additional project proposals of Cebu City Mayor Michael Rama that amount to more than P1.559 billion.

The additional proposals under the City’s drainage master plan were submitted by Maricon Encabo, assistant city planning and development coordinator to DPWH 7, during the meeting of the Infrastructure Development Committee of the Regional Council (IDC-RDC) last March 5.

Encabo said the proposals also include construction, rehabilitation, reconstruction and upgrading of damaged paved and unpaved mountain barangay roads; construction, rehabilitation, reconstruction and upgrading of damaged urban barangay roads; and slope protection projects.

Encabo said the City Development Council (CDC) will meet this week to endorse the projects of DPWH 7, as mandated by law.

DPWH 7 Assistant Director Nonie Paylado said they will have to immediately evaluate the projects since these involve local roads and their mandate is on national roads.

“We have to evaluate which projects fall within our purview,” Paylado said.

Paylado said they will turn over the mayor’s proposals to the district engineering offices for assessment and evaluation.


Under the law, RDC will only endorse project proposals for inclusion in the national budget provided these are endorsed first by CDCs and Provincial Development Councils.

However, Paylado said only Bohol local government units (LGUs) have endorsed DPWH 7 projects so far because the development councils of other LGUs have yet to convene.

This prompted private sector representative Tessie Fernandez to move for the IDC to endorse all DPWH 7 proposals but only those with endorsement from development councils of LGUs will be submitted to the RDC Full Council.

IDC-RDC Chairperson Emmanuel Rabacal said he hopes everything will be finalized before the RDC Full Council meets on March 20. (EOB)
