Apas Barangay Captain Ramil Ayuman said those who tested positive were mostly garbage collectors.

During the barangay's monthly flag raising ceremony yesterday, Ayuman announced to about 120 employees and officials of the barangay that a drug test would be conducted.


“All employees underwent the test even the officials,” Ayuman told Sun.Star Cebu.
He said the workers were cooperative.

Ayuman admitted he asked Dr. Alice Utlang of Cosap to conduct the test because he wanted to ensure that Barangay Apas is drug-free.

“I would have wanted Barangay Apas to be drug-free but that's a reality,” he said.

Utlang said that it is up to Ayuman to decide whether to terminate the employment of those who tested positive.

She said that if the standard procedure at Cebu City Hall would be followed, the contract of the employee who tested positive of drug use will not be renewed.

But Ayuman said he will give the six employees a chance. He added that he will talk to Utlang to draft a rehabilitation program for them.

Utlang said the City Government will help the workers Cosap.

“If we dispatch them after the drug test, there will be a tendency for their conditions to get worse. We will help them recover so that they will not be an additional problem to society,” Utlang told Sun.Star Cebu.

In out-patient rehabilitation, drug dependents have to be evaluated by a doctor and a psychologist prior to the actual program.

Their progress will be monitored during the three-month duration of the program.

Utlang also said that they will no longer conduct confirmatory tests in Apas.
