P1.3-B infra projects not implemented

OVER P1.3 billion of infrastructure projects have not been implemented since 2009.

This was indicated in the report submitted by the budget office in compliance with the resolution of the Cebu City Council, which sought an inventory of capital outlay accounts.

There was a balance of P110.7 million in the appropriation for capital outlay that year.



The amount was an accumulated balance from various projects.

The biggest amount was the P20-million appropriation for IT equipment and software.

The largest unexpended appropriation was for 2012, with over P508 million.

Majority of the amount was from the balance of various infrastructure projects, but there were still some that were not implemented like the P10-million material recovery facility and the City’s composting facilities.

Some P26 million under the 2012 capital outlay account was for the improvement of waterways, aqueducts, seawall, river walls,
drainage, lined canal rip-rapping and stone masonry.

Close to P40 million was left unexpended for the construction, repair and improvement of bridges and railings.

The P6.6 million appropriated to build a women’s center was not spent, so was the close to P6 million worth of road concreting and asphalting projects.

Councilor Margarita Os-meña, chairperson of the committee on budget and finance, had asked for the summary report of capital outlay accounts that still have available funds, through a council resolution.

She said the City is always playing catch-up when it comes to implementing projects.

‘Poor track record’

Most council members were hesitant to approve a huge amount of appropriation for capital outlay reportedly because of the executive’s track record of failing to implement all projects at a given time.

But budget appropriations under capital outlay are continuing appropriations that can still be used.

Last year, projects worth about P404 million were not implemented.

Under the 2013 budget, P10 million that was appropriated for road concreting was not touched, but road-asphalting projects only had a balance of P310.

Close to P100 million for the widening of the road from Barangay Talamban to Pit-Os was also not spent.
