Ex-city councilor Biaño dies of heart ailment; he was 65-A A +A

FORMER Mandaue City Councilor Victor Biaño passed away before dawn yesterday. He was 65.
Dr. Paulus Mariae Cañete, a colleague of Biaño at the old Mandaue City College, said the lawyer died of a heart-related condition at the Mactan Doctors Hospital past midnight.
Biaño ran against Mandaue City Mayor Jonas Cortes in the May 2013 elections under the Mandaue Contra Corruption party, which he formed with Cañete and other MCC officials.
Biaño was a member of the board of trustees of the old MCC, which has been embroiled in a legal battle with the City Government for years after the latter stopped recognizing it as the legitimate City college.
Cañete, president of the old MCC, said he was shocked to learn of the lawyer’s death.
“He was very active. He was even jolly when we had our board meeting last month,” he said in a phone interview.
After losing in the mayoral elections, Biaño busied himself in his law profession, said Cañete. He had law offices in Barangays Centro, Banilad and Ibabao.
Biaño served as a city councilor from 2007 to 2010. He also served as a City administrator during the administration of former City mayor Alfredo Ouano.
