Capitol workers face transfer over office squabble

WHETHER or not the rumored love triangle is true, a Feb. 3 memorandum by Cebu Provincial Secretary Anecita Pasaylo recommended the removal from office of one of the two male personnel of the office of Provincial Board (PB) Member Raul Alcoseba.

Pasaylo was referring to Ramon Alcoseba, son of PB Member Alcoseba, and the provincial legislator’s chief of staff Eliseo Puno, 55.

The two men reportedly quarreled over another employee of the PB member, Mariposa Lim.


Pasaylo also recommended Lim’s transfer to “prevent any unnecessary affront to her.”

Pasaylo said the incident occurred last Jan. 21 after the flag ceremony at the Capitol and resulted in 36-year-old Ramon wounding himself while removing a blade from its sheath.


PB Member Alcoseba said he will investigate the incident. He said he ordered his son and Puno to both go on leave.

Ramon has reported back to work but Puno is still on leave, he said.

Lim, on the other hand, has been transferred to another office.

Puno, in a separate interview, dismissed rumors that he and Ramon fought over Lim.

He lamented that Pasaylo only spoke to Lim. He said the incident occurred on Jan. 27, not Jan. 21 (a Friday), because the Capitol only conducts flag ceremonies on Mondays.

Puno, a childhood friend of the provincial legislator, said that he plans to resign.

Pasaylo said that while only Lim “knows the truth or falsity of the repeated allegations (made) on air…but decency as a woman…dictates which way she goes, also as a responsible employee who ought to know what is right or wrong under the Civil Service rules and regulation.”

Pasaylo said Lim told him last Jan. 22 that the rumors about her and Ramon were allegedly made up by Puno as a result of office rivalry.
