City engineer told: Outsource engineers for DEPW projects

CEBU City Mayor Michael Rama wants newly installed City Engineer Jose Marie Poblete to consider outsourcing engineers for the projects of the Department of Engineering and Public Works (DEPW).

One of the projects Rama had in mind is the Warwicks Barracks, where many vendors have set up homes while selling their goods outside their houses.

Rama aims to build a medium-rise residential building in the area. He also wants businessmen to build pension houses in the area.


However, the commercial establishments should stay.

The neighboring Freedom Park has lost its essence since it’s no longer a park. Rama wants to reestablish a park in the area. The area is now home to flower vendors and that will be preserved as well.

“Build a high-rise building with elevators,” Rama said.

Another instruction Rama gave to Poblete is to build a DEPW building at the South Road Properties (SRP).

DEPW is holding office at the Yutivo Bldg., which is adjacent to the Cebu City Hall, at a monthly rent of P150,000.

Another DEPW project is the transfer of the Building Maintenance Services (BMS) to the Citicenter Complex along Junquera Ext.

The building was envisioned as housing for either City Hall employees or families affected by the clearing of the three-meter easement of Cebu City’s rivers.

Citicenter will also house City Hall’s extension offices.

The Cebu City Task Force on Street Dwellers has already set up camp in the building.

The families rounded up by the task force also sleep in some of the rooms in the building.

Rama also wants to talk with the Cebu Ports Authority (CPA) about the Compaña Maritima. Last year, the CPA and the Cebu City Government competed for possession of the area.

Rama said he does not like the sporadic fence surrounding the building.

The mayor was also disappointed that there was no movement in the plan to convert Gotiaoco Bldg. into a museum.

“Why is it slow? They might want to turn it over to me,” said Rama of the Gotiaoco Bldg.

With these many projects, Rama believes outsourcing of engineers is a good idea.
